Our aim is to keep this agreement as readable and transparent as possible. These Terms & Conditions are designed to ensure a fair, secure, and organized booking and allotment process for all applicants of Margalla Enclave.
Each application form is valid for one plot booking only, however applicants are free to submit multiple applications if they wish.
All individuals holding a valid CNIC are eligible to participate in the booking process.
The processing fee for residential plots is strictly non-refundable and non-adjustable. All payments must be made through Pay Order / Demand Draft in favor of “Margalla Enclave” (NTN # F907422-6).
Allotment of plots will be carried out via a transparent computerized ballot to ensure fairness for all applicants.
Ballot results will be shared electronically on the applicant’s provided email and will be uploaded to the DHAI website as per JV arrangements. A hard copy will also be dispatched through courier to the applicant’s postal address.
After the ballot confirmation, applicants must deposit the selected lump sum amount or down payment (along with applicable charges and government taxes). Upon successful verification, the intimation letter will be issued.
The down payment must be submitted within 30 days of the ballot — (100% for lump sum payments) or 15% for 1-, 2-, and 3-year plans — via Kuickpay online payment, Pay Order, or Bank Draft in favor of “Margalla Enclave” (NTN # F907422-6). Failure to deposit within 30 days will result in automatic cancellation of the booking.
If a successful applicant misses two consecutive installments, the allotment will be canceled after Notice. The refunded amount will follow the terms stated in point no. 9.
In case of cancellation, the paid amount will be refunded after deducting 20% of the total deposited amount, within 120 days from the cancellation date. Refunds will be issued in PKR only, via Demand Draft / Pay Order / Crossed Cheque, and in case of foreign currency deposits, the refund will be made at the original deposit exchange rate.
The Allotment Letter will be issued only after full payment of the total sale consideration and any applicable dues, including government taxes as per the latest tax laws.
Applicants are required to follow and comply with all internal bye-laws, policies, and rules of CDA at all times.
Special category charges of 10% will apply to plots such as corner, boulevard, and park-facing. For multiple categories, a maximum of 15% will be applied.
Possession of the plot will be handed over to the applicant for construction only after building design approval, in accordance with the construction bye-laws approved by CDA.
Our aim is to present this agreement in clear and reader-friendly language while ensuring transparency and compliance. These Terms & Conditions govern the commercial auction, bidding, allotment, and possession procedures of Margalla Enclave Islamabad.
The quoted auction prices exclude all DHA charges and government taxes, which are payable by the successful bidder in addition to the final bid price.
The Reserve Price of each commercial property is based on a 3-Year Payment Plan.
Registration on DHAI’s official digital auction platform is mandatory to participate in the auction.
Payments can be made online via approved gateways (e.g., Kuickpay) or through DHA’s Online Member Portal using the URL provided at the time of registration.
Applicants holding valid CNIC/NICOP, and companies with SECP-verified incorporation documents, are eligible to participate. There is no restriction on the number of bids submitted per applicant.
A non-refundable and non-adjustable processing fee of Rs. 20,000/- is required for participation in the bidding process for a single plot.
A Bid Amount of Rs. 0.9 Million must be deposited to bid for a commercial plot.
The bidder must deposit 15% of the total price or lump sum (including bid premium) within 4 weeks of the auction close. Remaining payments will follow the chosen plan.
For successful bidders, the Bid Amount will be adjusted toward the plot price. For unsuccessful bidders, 100% of the Bid Amount will be refunded in PKR within 15 business days, without interest.
Failure to submit the Down Payment within 30 days of the auction close will result in cancellation of the bid and forfeiture of the deposited Bid Amount.
In case of identical highest bids, a tie-breaker auction round will be conducted among the tied bidders, and the highest final bidder will be declared the winner.
A legal agreement including further terms will be executed between DHAI and the purchaser following the deposit of the Down Payment.
The Intimation Letter will be issued electronically via email and uploaded to the bidder’s portal; this shall constitute official notice. Courier delivery (if applicable) is supplementary.
The Allocation Letter will be issued after the Down Payment or lump sum amount is deposited, subject to DHA charges, government taxes, and clearance by Finance and Marketing Directorates.
Lump Sum discounts are applicable only when full payment is deposited within 4 weeks of the auction close.
Payment Plan discounts of 5% per annum apply when a 3-year plan is reduced to lump sum or less than 3 years.
Applicants must follow all DHAI Bye-Laws, site rules, possession regulations, and construction policies.
10% premium applies to Corner Category properties.
The Final Allotment Letter (Title Document) will be issued after payment of total sale consideration and dues. Additional Advance Tax for Non-Filers/Late Filers is payable before issuance.
Transfer of ownership will be allowed through DHAI’s standard transfer procedure after payment of installments and government taxes; remaining payment obligations shift to the new purchaser.
If two consecutive installments are missed, the allotment will be cancelled after final notice.
Upon cancellation, the deposited amount will be refunded after a 20% deduction (excluding DHA charges and government taxes) within 8 weeks, in PKR and without interest.
Plot prices apply to standard property size. Any variation due to oversize measurement will be charged separately during Possession or Site Plan issuance.
Possession will be granted only when (a) possession is officially announced, (b) all dues are cleared, and (c) the building plan is approved by Margalla Enclave Management in compliance with construction bye-laws.
Late installment payments will incur charges at 6-month KIBOR + 5% per annum. Defaulting two installments triggers Clause 21.
Any dispute arising from the application or allotment shall be referred to the Management Committee of DHAI or a third-party arbitrator appointed by the Administrator DHAI.
These Terms & Conditions are governed by the laws of Pakistan and DHAI policies, and the courts of Islamabad shall hold exclusive jurisdiction.
Force Majeure applies in the event of delays caused by circumstances beyond DHAI’s control, including natural disasters, cyberattacks, war, riots, or failure of auction platform services.
All submitted bids are final, binding, and irrevocable once placed.
If any clause of this agreement is deemed invalid by a court, the rest of the provisions shall remain fully enforceable.
